Keir Starmer will introduce the new Hillsborough law before the next anniversary of the disaster at the Labour party conference in Liverpool.
The legislation will enforce a legal duty of candour on all public bodies, with potential criminal sanctions for any official or authority that misleads or obstructs investigations.
This law has been a long-standing demand by family members of the 97 Liverpool fans who died at Hillsborough stadium in 1989.
Starmer had promised two years ago to implement this law if he became prime minister.
He reiterated his commitment, stating that the duty of candour would apply to public authorities and servants, and confirmed the law would be introduced to parliament before April.
