Gov't Presses Ahead With Renewable Energy Plan

The Government of the Virgin Islands is moving ahead with its renewable energy plan that would pave the way for the territory to achieve renewable energy by 2035 and 100% renewable energy for all uses by 2050.

A post-Cabinet decision revealed that during the March 17, 2021 meeting, which was chaired by His Excellency, the Governor Mr. John J. Rankin, CMG, at the Financial Services Commission’s Conference with all members present, it reviewed the evaluation report submitted by the Central Tenders Board (CTB) sub-committee, which was approved by the CTB.

The document stated that Cabinet also accepted the result of the pre-qualification process and invited the named firms to be shortlisted based on the Expression of Interest criteria.

These companies are the Rocky Mountain Institute, Wood Environment & Infrastructure, DNV GL and WSP, it informed.
Furthermore, Cabinet “decided that the Government of the Virgin Islands provide full terms of reference and invite the companies to submit technical and financial proposals to undertake the assignment for consultancy services for the development of an Energy Transition Plan for the British Virgin Islands.”

According to a June 25, 2020, government-issued press release, Permanent Secretary in the Premier’s Office, Dr. Carolyn O’Neal Morton, said, “The primary deliverable to be provided through this consultancy is to develop an achievable Energy Transition Plan that will take into consideration the inhabited islands that make up the BVI and should be customisable to allow for potential future habitation of currently uninhabited islands.”

The Permanent Secretary further said that this consultancy requires “a comprehensive understanding of area-wide energy use and technological solutions, barriers, and potential financial models for energy conservation and renewable energy implementation. She added that the plan should also identify clear strategies to achieve the energy conservation and renewable energy goals within the local regulatory context and conditions and developed in close coordination with the British Virgin Islands Electricity Corporation along with other deliverables as outlined in the Expressions of Interest.”

The release added: “The Expressions of Interest is open to suitable and qualified individuals or firms with experience in renewable energy, climate adaptation, sustainability planning and energy policy efforts at the community or local government level in the last five years. Qualifications in fields encompassing energy use, renewable energy, climate adaptation or sustainability planning are also welcomed and certifications to legally perform these services or operate a business in their jurisdiction.”
