David Broadway, the former head of criminal justice at Gwent Police, has been found guilty of gross misconduct stemming from sexual misconduct allegations made by three female colleagues.
A disciplinary panel determined that Broadway would have been dismissed had he not resigned just two weeks before the hearing.
Chief Constable Pam Kelly commended the victims for their bravery in coming forward.
Broadway’s name will now be added to a barred list maintained by the College of Policing, which prohibits him from working in any law enforcement capacities in the future.
Broadway, who was not a police officer but one of the most senior civilian managers, had worked for Gwent Police for nearly 30 years and was earning approximately eighty thousand pounds annually.
Despite repeated attempts by BBC Wales, Broadway has not commented on the allegations or the ruling.
Gwent Police will conduct an independent review of his employment history, beginning after the appeal period.
