Cost of Repairing Pothole-Ridden Roads in England and Wales Hits £17 Billion

A new report underscores the challenges local authorities face in maintaining road infrastructure amid rising repair costs and persistent pothole issues.
The financial burden for fully repairing the pothole-ridden local roads of England and Wales has surged to approximately £17 billion, as detailed in the latest report by the Asphalt Industry Alliance (AIA).

This significant rise in costs occurs despite increased government allocations aimed at road repairs, which have seen one pothole filled every 18 seconds.

The annual AIA report, which examines the state of local roads and surveys local authorities, indicates that nearly one-sixth of the local road network—equivalent to around 35,000 miles—requires complete re-laying within the next five years.

Furthermore, 94% of local authority highway teams reported no perceived improvement in their road networks over the previous year.

In financial terms, the AIA’s 'Local Authority Road Maintenance' (ALARM) report reveals that local authorities would have needed an additional £7.4 million last year to prevent a further decline in road conditions.

In total, 1.9 million potholes were filled at a cost of £137.4 million.

To bring the road network up to desired standards, a one-off investment of £16.8 billion is now deemed necessary by local authorities.

The conditions that lead to the deterioration of roads include adverse cold and wet weather, heavy traffic, wear and tear, and inadequate road construction methodologies.

Motoring organizations have characterized the situation as extremely dire for drivers, with reports from the AA indicating that as many as one in three drivers have experienced vehicle damage due to potholes.

Edmund King, president of the AA, expressed that the report illustrates a cycle of inadequate progress in addressing the pothole crisis, stating that the UK appears to be trapped in a negative pattern concerning road maintenance.

Similarly, Simon Williams, head of policy at the RAC, stated that the findings confirm the long-standing concerns of many drivers regarding the poor state of road surfaces across the country, suggesting that the lack of investment leads to escalating repair costs.

A separate survey conducted by the repair service Kwik Fit estimated that the total cost to motorists from pothole-related vehicle damage reached £1.7 billion last year, with an average expense of £144 per incident.

Nicholas Lyes, director of the road safety charity Iam RoadSmart, noted that while potholes create significant financial burdens for drivers, they also present serious hazards for cyclists and motorcyclists on the road.

The Local Government Association’s transport spokesperson, Councillor Adam Hug, acknowledged the ongoing challenges facing councils in addressing the backlog of road repairs, exacerbated by inflation and increasing demands on local government services.

Hug emphasized the necessity of long-term financial commitments from the government to effectively manage and reverse the escalating repair backlog.

In response to the concerning situation, a spokesperson from the Department for Transport stated that the government is investing £1.6 billion to assist local authorities in resurfacing roads and aims to tackle the equivalent of up to 7 million potholes in the coming financial year.
