Luke Jensen appointed NS&I chair for three-year term
Luke Jensen has been appointed chair of National Savings and Investments (NS&I) for three years, moving from the interim role as the organisation progresses a remediation scheme following its recent bereavement claims issue and continues its transformation programme.
The Minister for Pensions announced the appointment on 4 November 2026. Jensen’s term began on 2 November, following a competition run by HM Treasury.
Jensen has served on the NS&I Board since 1 April 2024. He became interim chair after Lord Gerard Lemos CMG CBE stepped down in July 2025 following his appointment to the Whip’s Office in the House of Lords.
His executive and non-executive career spans retail and consumer-focused businesses. He is currently a non-executive director of the Co-operative Group and a senior adviser to the board at Eat Happy Hana Group.
The Minister for Pensions said: “I am pleased to appoint Luke Jensen as Chair of the NS&I Board, strengthening the organisation’s leadership and oversight.”
The minister added: “Luke will continue to support NS&I in providing cost-effective finance for the Government, progressing its remediation scheme following its recent bereavement claims issue, and driving forward its transformation programme.”
NS&I’s interim chief executive, Sir Jim Harra, said: “I welcome Luke Jensen’s appointment as NS&I’s new Chair. He has the experience and leadership to ensure that NS&I remains a vital source of government funding and a key part of the UK savings market.”
The board’s non-executive members oversee the strategy for meeting NS&I’s remit to raise cost-effective debt finance for the government. They also provide external advice, oversee risk controls and ensure that its relationships with outsourcing partners remain open and transparent.
Jensen’s appointment was regulated by the Office of the Commissioner for Public Appointments and conducted through fair and open competition under the Cabinet Office’s Governance Code on Public Appointments.
The code requires appointees to declare political activity undertaken in the previous five years, including holding office, public speaking, making a recordable donation or standing for election. Jensen has not declared any political activity.
NS&I is one of the UK’s largest savings organisations and offers a range of savings and investments. All its products offer 100% security because it is backed by HM Treasury.
