An upcoming study estimates up to four million male perpetrators of violence against women and children, with one in ten people being victims.
Rowley emphasized that the issue is beyond the capacity of the criminal justice system alone and requires a comprehensive national strategy and increased funding.
Discussing at the London policing board, Rowley referenced scandals involving officers like Wayne Couzens and David Carrick, whose crimes were missed by the Met.
He noted that 10% of 999 calls relate to domestic abuse, urging a significant multi-agency effort to address this problem.
