13 local firms express interest in contract to repair Police Marine Base

Some 13 local firms have expressed an interest in undertaking the project for the Royal Virgin Islands Police Force (RVIPF) Marine Base Fencing, Gates and Drains Project.

According to the Virgin Islands Recovery and Development Agency’s (RDA), representatives from the 13 local firms attended a site visit and bidder’s conference early last week hosted by the Recovery and Development Agency’s (RDA) Procurement and Delivery Teams.

The RDA said the attendance of the firms makes them better prepared to submit tender packages for the Royal Virgin Islands Police Force (RVIPF) Marine Base Fencing, Gates and Drains Project.

Deadline for submission of tenders


Tenderers now have until 10:00 am on February 15, 2021 to submit their tender package in the RDA’s tender box.
The Scope of Works states that ‘the Contractor shall construct a permanent external fence around the perimeter of the RVIPF Marine Base. The construction work shall include demolish, remove and dispose of all unwanted debris from the work area, including the existing culverts and Public Works Department drainage system.’

It further continues, ‘The construction work shall include all the necessary labour and materials for the supply, fabrication, installation and all finishes unto the posts, angle irons, horizontal lumber on staggered joints, top rails and security spikes all to be constructed in accordance to the detailed drawings.’

RDA in a press release on January 29 2021, said the successful tenderer shall construct three permanent external sliding gates and a permanent 140 foot internal chain link fence on the southern side of the RVIPF Marine Base, in addition to drainage works.

What contractor need to know


Tender packages are to be submitted in two parts. Part A, the Commercial (Financial) Proposal should be submitted in a sealed envelope marked ‘PRICED COPY’ and it must contain an original signed version of the Tender Certificate.
Three copies of Part B, the Technical Proposal are to be submitted in a separately sealed envelope with the relevant ITT label and marked ‘UNPRICED COPY”.

The required completion date for this project is March 31, 2021.

Tenderers are expected to allocate the necessary resources in their tender submissions to demonstrate that this completion deadline will be met. Any submissions that exceed the time schedule will not be considered for award of contract.

Tenders will be opened at the Virgin Islands Recovery and Development Agency, Building No.13, Cyril B. Romney Tortola Pier Park, Wickham’s Cay I, Road Town, Tortola at 10:00 am on February 15.

“All Tenderers are invited to witness this process in person. Social distancing and hand sanitisation protocols will be observed,” the RDA said.

Repairs follow recent launch of new police boat


The repairs to the Police Marine Base comes on the heels of the launch of a new police boat on December 2, 2020.

The boat, named 'Midnight Justice' and powered by three (3) 400 horsepower outboard engines, was funded by the Government of the Virgin Islands Party.

Premier and Minister of Finance, Honourable Andrew A. Fahie (R1) had said his government was "very serious" about law enforcement and that it continues to show that with investments in law enforcement "whether it be into the police, whether it be into customs, whether it be into immigration, because we know that security is very important.”
