UK Government Faces Pressure to Accelerate AI Regulatory Framework
Proposed legislation seeks to establish a dedicated AI authority and prioritize human-centric regulations.
On March 10, 2025, Conservative peer Lord Holmes of Richmond introduced the Artificial Intelligence (Regulation) Bill in the House of Lords, aiming to address regulatory gaps in the rapidly evolving AI landscape.
The proposed legislation calls for the creation of a new body, the AI Authority, which would be responsible for assessing and monitoring the economic risks associated with artificial intelligence.
The Bill emphasizes the necessity of robust regulations that prioritize human welfare, with principles of security, fairness, and accountability.
Lord Holmes expressed concerns that the UK government has not kept pace with developments in AI technology, noting his previous introduction of an AI Bill in November 2023, which he deemed urgent at that time.
He highlighted a lack of significant governmental action since then, despite commitments made during the transition from opposition to government.
Particularly notable was the UK’s recent decision not to sign an international agreement at the AI Action Summit held in Paris.
The government, alongside the United States, opted out of a communique citing insufficient practical clarity on global governance of AI and unresolved issues related to national safety.
In addition, concerns have been raised regarding the rebranding of the AI Safety Institute to the AI Security Institute (AISI), which refocuses its efforts primarily on crime and national security, abandoning previous commitments to address issues of bias and freedom of speech.
Lord Holmes's recent report on AI regulation examined the implications of AI on various demographics, including voters, benefit claimants, job seekers, creatives, and transplant patients.
He argued for a comprehensive regulatory approach that supports eight specific realities affecting numerous individuals globally, advocating for adaptive regulation, inclusive design, ethical standards, and increased transparency and accountability in AI development.
In response, a government spokesperson committed to advancing legislation that enables the safe harnessing of AI benefits, stating that extensive engagement is ongoing to refine proposals.
