Heaton-Harris has also indicated possibilities for increased governance from London. The Northern Ireland Executive Formation Bill is on track for rapid approval in both the House of Commons and the House of Lords, with the expectation of receiving Royal Assent within the week.
MPs have been allotted roughly three hours to discuss the bill, with Heaton-Harris spearheading the debate. He is optimistic that the bill, despite tight deadlines, will facilitate the restoration of the Stormont Executive.
The DUP has halted the local government since February 2022 over concerns with post-Brexit trade arrangements. Sinn Féin's deputy leader, Michelle O'Neill, has urged the DUP to make a definitive decision, while the DUP acknowledges the bill signifies the absence of an agreement and continues to address outstanding issues.
The Social Democratic and Labour Party has proposed two amendments: one to alter the election process for a Stormont Speaker to a majority vote, and another mandating a pay rise for public-sector workers to end strikes. However, these amendments may not be considered.
In parallel, the Specialised Committee, a joint UK-EU body overseeing the Windsor Framework, meets to evaluate its implementation and feedback from local stakeholders.
The framework will be phased in over the next two years, with significant developments expected in September, including a new customs system and changes in parcel delivery. A similar system for food products began in October.
