Activists infiltrated the base, vandalizing two Airbus Voyager military aircraft by spraying red paint into their engines and causing additional damage.
The incident has raised serious concerns about security at military installations.
Home Secretary Yvette Cooper is expected to submit a written statement and initiate legislation for the ban, which requires approval from both Houses of Parliament.
If enacted, membership in the group would become a criminal offense under the Terrorism Act 2000.
