The legislation, signed by President Yoweri Museveni, does not criminalize those who identify as LGBTQ but still defines "aggravated homosexuality" in terms of certain categories of vulnerable people.

The UK's international development minister has described the legislation as "deeply discriminatory" and "appalling," and has called for its immediate repeal.

The US President Joe Biden has also criticized the law, describing it as a "tragic violation of universal human rights." The UN AIDS program, the US President's Emergency Plan for AIDS Relief, and the Global Fund have expressed concern that the legislation will harm Uganda's HIV response.
