In a significant milestone for the United Kingdom's financial landscape, the bill granting regulators the authority to supervise cryptocurrencies and stablecoins received royal assent from King Charles on Thursday, officially becoming law.
Royal assent, a procedural step that follows parliamentary approval, transformed the Financial Services and Markets Bill into an Act, introducing measures to subject cryptocurrencies and stablecoins to regulatory oversight. The bill had been previously sanctioned by the upper chamber of Parliament last week.
Andrew Griffith, the Financial Services Minister, highlighted that the Act allows the UK to gain control over its financial services rulebook following its departure from the European Union. The new legislation aims to regulate crypto assets and ensure their safe adoption in the UK, according to a statement by Griffith.
Introduced in July 2022, the bill significantly strengthens regulators' authority over the financial system, with a particular focus on the crypto industry. During the parliamentary debates, amendments were incorporated to classify all forms of cryptocurrency as regulated activities and to oversee crypto promotions. Furthermore, the bill brings stablecoins within the scope of existing payment regulations.
The Treasury, Financial Conduct Authority, Bank of England, and Payments Systems Regulator will now possess the ability to establish and enforce regulations governing the sector.
Since February, the Treasury has been engaged in consultations to develop specific rules for the crypto sector, aligning with the Conservative Government's vision to position the UK as a prominent hub for cryptocurrencies. Financial Services Minister Andrew Griffith stated in an interview with CNBC in April that new regulations tailored to the crypto sector could be introduced within the next 12 months.
The enactment of the Financial Services and Markets Act represents a significant step towards providing a clear regulatory framework for digital assets within the UK. The new rules aim to foster investor protection, ensure market integrity, and promote responsible innovation in the evolving landscape of cryptocurrencies and stablecoins.
