UK Councils to Receive Sweeping Planning Powers to Ban New Vape and Betting Shops

Prime Minister Andy Burnham has announced sweeping changes to planning laws designed to give local councils expanded authority to block new vape shops, betting parlors, and adult gaming centers across English and Welsh town centers.

Speaking as part of a nationwide tour focused on local revitalization, Burnham stated that municipal planners will gain direct powers to restrict the proliferation of low-end commercial outlets and curb high street organized crime.

Under the proposed statutory revisions, all new stores selling e-cigarettes in England will be required to obtain explicit planning permission from local councils, closing a regulatory loophole that previously allowed businesses to establish operations under general convenience store classifications.

The government will also abolish the long-standing "aim to permit" presumption, a rule that severely limited council powers to reject applications for betting shops and twenty-four-hour electronic machine venues.

Furthermore, local authorities and police forces in England and Wales will gain the ability to extend formal closure orders against mini-marts and vape shops caught selling illicit goods or facilitating illegal labor for up to twelve months.

The regulatory overhaul follows extensive investigations by law enforcement agencies, including the National Crime Agency, which estimates that at least £1 billion in illicit funds is laundered through UK high street storefronts annually.

Multi-agency raids under specialized police directives have uncovered widespread tax evasion, counterfeit tobacco distribution, human trafficking, and unauthorized employment network operations operating behind retail facades.

While municipal organizations welcomed the announcement as a critical step toward community-led urban regeneration, opposition figures and industry representatives offered mixed responses.

Political opposition spokespersons argued that tightening planning oversight fails to address underlying commercial pressures, warning that higher business rates could leave vacant storefronts abandoned.

Conversely, industry representatives for the gaming sector emphasized that legal operators already face stringent compliance regulations, noting that thousands of traditional betting shops have closed voluntarily in recent years.

The Home Office and the Ministry of Housing, Communities and Local Government are slated to lay the draft legislation before Parliament in the coming weeks.
