Turkish Parliament Passes Landmark Bill Granting Conditional Amnesty to Disarmed PKK Members

Lawmakers vote 468 to 88 to approve a legal framework for disarming and reintegrating Kurdish militants, marking a major legislative step toward ending a 40-year conflict.
Turkey's parliament has passed a historic 12-article legal framework offering conditional amnesty and judicial relief to members of the Kurdistan Workers' Party who lay down their arms.

Following nearly 12 hours of intense debate in Ankara, lawmakers voted 468 to 88, with six abstentions, to approve the measure titled the Law on Strengthening National Solidarity and Social Integration.

The vote reflects an unusually broad coalition of political support across both the governing alliance led by President Recep Tayyip Erdogan's Justice and Development Party and major opposition blocs, including the pro-Kurdish Peoples' Equality and Democracy Party.

Under the newly enacted framework, the Turkish state will suspend criminal prosecutions and defer sentence enforcement for eligible low-ranking militants for a probationary period lasting five to ten years.

If individuals commit no further offenses during this conditional window, pending investigations will be dropped and prison terms will be treated as fully served.

Legal experts estimate that the initial phase of the program could apply to roughly 3,500 individuals currently detained in Turkish prisons, alongside hundreds of fighters based in northern Iraq seeking to return to civilian life.

However, the legislation explicitly excludes anyone convicted of direct participation in severe crimes such as murder.

The passage of the bill represents the most significant legislative milestone in a revived peace initiative designed to resolve an armed conflict that has claimed more than 40,000 lives since 1984. The effort gained momentum following a historic call for disarmament by the group's imprisoned founder, Abdullah Ocalan, followed by formal decisions to end armed resistance and dissolve the organization.

Despite the bill's passage, the amnesty remains strictly conditional: key judicial provisions will take effect only after Turkish defense and intelligence authorities officially verify that the militant group has fully handed over its weaponry, dismantled its administrative networks, and ceased operations.

While the legislation avoids defining the long-term legal status of Ocalan, who remains serving a life sentence on Imrali Island, government officials noted that his exclusion from this specific bill does not preclude future political contributions to national reconciliation.

Beyond internal security, the measure carries substantial regional implications, offering potential pathways to stabilize border regions in northern Iraq and adjust security dynamics in northern Syria.

The law will formally enter into force upon President Erdogan's signature and publication in the official gazette, after which state security institutions will begin establishing verification protocols for weapons handovers.
