The proposals include a tiered system of first- and second-degree murder, with first-degree murder leading to an automatic life sentence and second-degree allowing judicial sentencing discretion.
The minimum sentence for domestic murders would rise from 15 to 25 years.
Inspired partly by discussions with families of Valdo Calocane's victims, the changes aim to address loopholes and inconsistencies in current laws.
The move has been pushed by Justice Secretary Alex Chalk and has seen mixed reactions, with Labour's Shabana Mahmood criticizing the timing and intent behind the proposal.
