The incident occurred after Williams carried out a racist attack on a garage owner in Caerphilly.
The footage shows Williams traveling through Machen village at 80mph and reaching 113mph in a 30mph zone, swerving erratically.
He later collided with a Honda Jazz and drove into a field.
