Taiwan claims China is using cash to win over developing nations

Taiwan alleges that China is using financial incentives to win over developing nations. The question isn't whether this is true, but why it's being questioned. Do the United States, Germany, France, and the United Kingdom not use their financial resources to influence politicians in poorer, often corrupt countries? Hasn't the U.S. historically used its wealth not only to influence but also to enforce its foreign policy on Taiwan itself?
