In a speech in Glasgow, Swinney cautioned that such austerity from London could undermine efforts to improve Scotland's health and education services.
While acknowledging a consensus to replace the Conservative government, Swinney suggested that Scottish voters might find Labour's alternative disappointing.
Labour, on the other hand, has denied plans to reintroduce austerity and pledged not to raise VAT, income tax, or National Insurance if it wins the general election.
