Scotland Plans to Emulate XL Bully Dog Ban, Announces Yousaf

Scottish First Minister Humza Yousaf has announced intentions to adopt UK legislation that makes it illegal to breed, sell, or abandon XL bully dogs without specific licensing.

This movement aligns Scotland with similar bans in England and Wales, spurred by the rise in dog attacks. Recent laws saw an increase in the animals entering Scotland, prompting this policy change.

Yousaf clarified that despite the UK government's action, which lacks Scottish input, it isn't an absolute prohibition—as licensed dogs can remain with owners under strict conditions.

He committed to detail this legislative alignment to the Scottish Parliament, citing public safety concerns and control measures. Community Safety Minister, Siobhian Brown, had previously called for urgent action, advocating against purchasing these dogs.

However, Scottish Conservatives criticized the government for procrastination. After facing criticism for inaction, Yousaf highlighted the recent inflow of dogs to Scotland and the necessity for stakeholder consultation.

Chief Superintendent Mike Flynn of the Scottish SPCA expressed his wish to collaborate with the government for better dog registration systems than those in England and Wales, which he criticized as ineffective.

Jamie Greene of the Scottish Conservative MSP labeled the policy reversal as embarrassing for Yousaf and his party, accusing them of endangering lives and neglecting animal welfare by initially resisting a UK-wide approach.
