Speaking at the World Economic Forum, featured in a BBC video, President Kagame addressed the UK Supreme Court's concerns over safety in Rwanda, stating that any problems with the plan are the responsibility of the UK, not Rwanda.

BBC Economics Editor Faisal Islam was informed by Kagame that the funds are contingent on the arrival of asylum seekers and may be refunded should they not be transferred.
