This announcement came during a press conference at the Munich Security Conference.
Zelensky raised concerns that the agreement, which would allow the United States access to substantial amounts of Ukrainian natural resources, failed to sufficiently safeguard Ukrainian interests amid the ongoing conflict with Russia.
He asserted, "In my view, it does not protect us.
It is not prepared to defend us and our interests."
The proposal was reportedly presented as a draft to the United States by Ukrainian officials just one day before Zelensky's comments.
This situation follows Trump’s outreach to Russian President Vladimir Putin, which has sparked fears in Europe and Ukraine about the possibility of a resolution to the conflict that could leave them sidelined.
Zelensky highlighted his involvement in the drafting of the agreement, stating, "The agreement is signed at the ministerial level.
But as president, I will influence the integrity of this document.
That is why I did not allow ministers to sign the agreement because it is not ready."
He further explained that the agreement needs to be legally robust and there must be a clear connection between investment and security guarantees for Ukraine.
"I don't see this connection in the document yet," he noted.
This situation unfolds against a backdrop of increasing tensions in Eastern Europe as Ukraine continues to manage its relationship with the United States and respond to the persistent Russian invasion.
