The investigation will look into the circumstances that led to the deaths and will proceed only if there is evidence that criminal, federal or provincial laws may have been broken.
The families of those who died were on board Titan's main support ship, and interviews were conducted with them as part of the investigation.
The police have not yet established a timeline for the preliminary inquiries.
