The prison population has spiked recently due to harsher sentences and judicial delays. Chalk mentioned the plan is for a "limited period" without specifying the duration and assured that some released individuals would be monitored electronically to safeguard the public.
The current prison population is 88,220 against an operational capacity of approximately 89,000, with projections indicating a potential increase to up to 106,300 by 2027. The Howard League, a prison charity, recommends a maximum of 79,597 inmates for the existing facilities.
Chalk also detailed measures to manage prison capacity, including the delivery of 20,000 new prison spaces, doubling inmates in cells as feasible, increasing the deportation of foreign criminals, improving the bail process with extra funding, and investing in community accommodations.
Labour's Shabana Mahmood accused the government of managing the problem poorly, compromising public safety, not being forthcoming, and neglecting the worsening condition within prisons, including violence, staff turnover, and recidivism. Labour proposes building new prisons to address overcrowding and improve safety on British streets.
Moreover, a report by former independent inspector David Neal criticized the Home Office's ineffective management of programs designed to deport foreign nationals, citing poor data quality that impaired case analysis.
