The Independent Office for Police Conduct (IOPC) served gross misconduct notices on the driver and passenger of a police van seen behind the two boys before the crash.
The investigation focuses on the nature of the police interaction with the boys and whether the officers pursued them.
CCTV footage shows police following the boys just minutes before the crash.
The two officers have not been suspended and the investigation is ongoing.
The teenagers, Kyrees Sullivan and Harvey Evans, died in the crash, and 15 officers were injured during the unrest.
