The inquiry comes after a previous investigation and is reminiscent of the Cass Inquiry into child protection services.
A landmark review by Dr Hilary Cass, a former president of the Royal College of Paediatrics and Child Health, recommended changes in how the NHS treats individuals with gender identity issues.
In response, NHS England announced a review into the operation and delivery of adult gender dysphoria clinics.
The review will be comparable in scope to Cass's inquiry.
An external review is planned to address the lack of reliable evidence on the safety and efficacy of gender identity treatments for children and young people, including puberty blockers and cross-sex hormones.
The review will be led by an external senior doctor and is expected to be similar to a previous review of children's services.
