The death of Mohamud Hassan, a man who died hours after being released from a Cardiff police station, was determined to be unconnected to his time in custody, according to testimony presented at a police disciplinary panel.
Mr. Hassan, 24, had been arrested the previous evening on suspicion of a breach of the peace. The panel is tasked with determining whether a sergeant, referred to as Officer A, used excessive force during Mr. Hassan's arrest.
The Independent Office of Police Conduct conducted a detailed investigation and did not find that time spent in custody contributed to Mr. Hassan's death.
The case arose from a 999 call reporting an attack at a flat, during which Mr. Hassan spat at the police. Body-worn camera footage revealed Mr. Hassan's behavior during his arrest and transportation to the police station, where he continued to resist and spit at officers.
The disciplinary panel is evaluating whether Officer A used excessive force in the situation.
