Twelve other Britons were rescued from the boat, called Hurricane, and taken to shore in good health.
The boat was approaching the Elphinstone Reef when it caught fire, and an electrical fault has been suggested as the cause.
The search for the missing British passengers is ongoing, and the Foreign Office is supporting British nationals involved.
