Middlesbrough Council defends charging landlord £43,000

Middlesbrough Council is defending its decision to charge a landlord, Gareth Stobart, about £43,000 for a yearly fee applied to each of the 52 flats in student accommodation Linthorpe Hall 248.

This fee is part of a council scheme to improve standards in private rentals. Stobart criticizes the council for unfair "blanket" requirements and notes that university-owned accommodations are exempt.

The council argues that the privately-owned Linthorpe Hall 248 is classified as "licensable dwellings," similar to other privately-rented properties subject to the fee. Stobart points out the financial strain this causes, especially post-Covid, and questions the different classifications for university-operated buildings.

The "selective licensing" scheme, introduced in 2019, aims to support landlords and improve housing conditions. The council insists that the income from the fees only covers staff costs for the scheme and that they make no profit from it.

The scheme is due for review soon. Stobart's contention lies in the perceived discrepancy in fee application, especially considering the building's purpose as student accommodation.
