The agreements aim to recruit public and domestic workers from these countries to work in Saudi Arabia. The signing involved Baboucarr Ousmaila Joof from Gambia and January Yusuf Makamba from Tanzania, alongside other Arab and African representatives and international organizations.

The agreements establish a framework to regulate professional and domestic worker recruitment, ensuring legal processes, protecting workers' and employers' rights, and monitoring effective implementation. A joint technical committee will oversee these aspects and address any arising issues.

These agreements are part of Saudi Arabia's efforts to diversify its labor market sources and strengthen economic relationships with African countries, aligning with the goals of the Saudi-Arab-African Economic Forum. This forum brought together leaders, officials, and professionals from various sectors to enhance economic and investment partnerships between Saudi Arabia, Arab, and African nations.
