Gwent Police officer denies assaulting detainee - hearing

A police officer, PC Callum Powell of Gwent Police, has denied assaulting a detainee in custody during a misconduct hearing.

30 October 2023 · 22:27 UTC

CCTV footage shown during the hearing captured PC Powell striking the detainee in the chest with his knee three times in July 2021 while attempting to place a spit hood over the detainee's head.

The hearing was told that the use of the spit hood was necessary because the detainee, Fathal Moshen, had been spitting and urinating in previous holding cells during the height of the COVID-19 pandemic.

The police professional standards department alleges that PC Powell's actions breached professional standards related to the use of force, discreditable conduct, and authority respect and courtesy.

The hearing is expected to conclude on Tuesday. The footage also showed PC Powell attempting to reapply the spit hood after Mr. Moshen had removed it, with resistance and physical contact occurring.
