The Cabinet Office, which conducted an inquiry, stated that Gray had a conversation with the Labour leader, Sir Keir Starmer, before resigning in March, which related to government business.

The Cabinet Office also found that Gray had undeclared contact with the Labour Party.

However, Gray was cleared to work for Labour by Parliament's appointments adviser and began her new role as Starmer's chief of staff in September.

The rules and guidance that govern the conduct of civil servants are clear and transparent, according to the Cabinet Office minister Jeremy Quin.
