He highlighted its inappropriateness for handling crises, emphasizing the need for proper processes, especially as the UK approaches an election year. Omand pointed out the limitations of WhatsApp in conveying the intricacies required for strategic analysis.

His comments add to the scrutiny on government communications, sparked by revelations during the COVID-19 pandemic of ministers using the app for critical discussions.

With leaked messages exposing informal chats about sensitive decisions, there were calls for better documentation and transparency. Omand also critiqued the ad hoc crisis management approach during the pandemic, favoring the traditional Cobra system for structured response.

A government spokesperson defended current policies, noting that official guidance mandates the preservation of substantial government information.

In light of Omand's recommendations, former permanent secretary Jonathan Slater and the Institute for Government have also advocated for greater public examination and transparency in government strategic operations.
