As a result, EU countries are bickering over granting billions in new funds to deal with migration.

Germany is particularly interested in revitalizing the EU's ties with neighboring Turkey, which housed thousands of Syrian refugees in 2016.

There is a push to authorize up to €10.5 billion in new money for countries like Turkey, Libya, and Tunisia, in the hopes that it will help prevent people from entering the EU without permission.

The debate has made its way onto the agenda of an EU leaders' summit in Brussels, and countries are sparring over whether to reference the monetary request in the meeting's conclusions.

Germany is one of the key players in the debate and is making arguments for both sides.

The country wants to renew its relationship with Turkey and improve trade ties, but is fiercely opposing the attempt to explicitly mention money in the summit conclusions.
