Criticism of London's Ulez Expansion: Judge Says TfL's Data is 'Unsubstantiated' and 'Impenetrable'

The High Court was told that Transport for London's (TfL) claim that more than 9 in 10 car drivers would be unaffected by the Ulez expansion is unsubstantiated and based on "impenetrable" data.

TfL's calculations were based on data from only 106 of its CCTV cameras in outer London, ignoring evidence gathered from almost 1,500 of its cameras in central and inner London.

This sparked concern from councils opposed to the Ulez expansion about whether TfL's calculations were "robust" and prevented them from accurately calculating the number of drivers likely to be adversely impacted by the Ulez expansion.

The councils are seeking a legal "roadblock" to the mayor's August 2021 expansion of the ultra-low emission zone to the Greater London boundary.

The main points of the article are that a judge, Mr Justice Swift, has criticized the consultation process for the expansion of London's Ultra Low Emission Zone (Ulez) as insufficient and not clear enough for intelligent response.

The councils claim that Mayor of London, Sadiq Khan, acted beyond his powers in how he set out the expansion plans, and the case is being defended on his behalf by lawyers.

The councils argue that the Ulez expansion decision was "unlawful" because it had not been drafted via a new charging scheme order.

The hearing is expected to last two days, and victory for Khan will give the green light to the expansion going ahead, while defeat could mean a delay of several weeks or possibly months.
