The 26-year-old defender played under Villa manager Unai Emery during their time at Villarreal and has been capped 23 times by Spain.
Torres came through Villarreal's academy and helped the club win the Europa League in 2021.
He has also been linked with Manchester United and Barcelona in previous transfer windows.
The signing of Torres will be Villa's second of the summer, after they agreed to sign Youri Tielemans from Leicester City earlier this month.
