In a strategic move that could redefine the landscape of disability rights, the Department of Community Development in Abu Dhabi has unveiled a comprehensive policy aimed at safeguarding People of Determination, a term used in the UAE to refer to people with disabilities.

Announced as part of the Abu Dhabi Strategy for People of Determination, first launched in 2020, this policy underscores the emirate's robust commitment to fostering an inclusive society.

The new framework ensures individuals with disabilities are shielded from maltreatment such as abuse, neglect, exploitation, and discrimination.

This strategy will be enacted in concert with the Family Care Authority, the central entity tasked with addressing all relevant cases through a collaborative network of stakeholders and community members.

By dialling 800-444, cases of abuse can be reported for immediate intervention, underscoring a proactive approach to disability rights protection.

Core to this policy's success is its systematic mechanism designed to cater to the specific needs of individuals, beginning with community awareness and extending to early detection, thorough evaluation, and protective interventions.

In this way, the policy aims to foster an environment where those with disabilities can thrive safely and actively participate in society.

The policy also emphasizes the shared responsibility model, calling on families, service providers, and the broader community alike to play their parts in safeguarding People of Determination.

Dr. Layla Abdulaziz Al Hyas, Executive Director of the Community Development Sector at DCD, has articulated a vision not merely of providing statutory rights, but facilitating a cultural transformation that celebrates diversity and inclusivity.

'Empowering people of determination to obtain the right of protection is one of our most important priorities,' Dr. Al Hyas declared, highlighting efforts to dismantle barriers that hinder full societal participation.

These efforts include various initiatives implemented since the launch of the 2020 strategy, pointing towards a long-term commitment to improving quality of life and ensuring equal access to opportunities.

Complementing this societal shift, Asma Al Azri, Executive Director of the Family Cases Sector at the Family Care Authority, emphasized the investment in societal future that this policy represents.

'Safeguarding people of determination is not just a social obligation, but an investment in our society’s future,' she said, affirming the commitment to applying the policy with efficiency and coordination among Abu Dhabi's strategic partners.

As the concept of inclusivity advances globally, Abu Dhabi's stride towards a more tolerant society sets a benchmark, pushing for systemic changes that ensure equality and respect for all.

This policy could serve as a vital blueprint for jurisdictions worldwide seeking to develop comprehensive frameworks that protect and empower individuals with disabilities.
